Vineyard grew from 24,836 residents in 2010 to 43,935 in 2020, so a large share of its homes are relatively new two-story houses on their first heating and cooling system. Many have a Sacramento mailing address, but they sit outside city limits, so the HVAC permit comes from Sacramento County, not the City of Sacramento.

A Sacramento address, a county permit

Vineyard is a census-designated place, not a city. It runs roughly from Jackson Road south to Calvine Road, and from Elk Grove Florin Road east to just past Grant Line Road, mostly under the 95829 ZIP code. Because it's unincorporated, building permits go through Sacramento County's Building Permits and Inspection office, which takes applications online through its Accela system.

California requires a permit when you replace a furnace, air conditioner or heat pump. Under Title 24, most replacements also need a HERS verification test, such as a duct leakage test, by an independent rater before the permit is finaled. We file the county permit, coordinate the HERS test and schedule the inspection. A permitted job also helps when you sell, because buyers' inspectors look for it.

Growing up fast: what that means for your system

Sacramento County adopted the Vineyard Community Plan in 1985, then layered on the Vineyard Springs Comprehensive Plan, which covers about 2,650 acres between Gerber Road and Calvine Road and between Bradshaw and Excelsior roads, along with the North Vineyard Station Specific Plan. Most of Vineyard's homes went up under those plans, and the county has planned for thousands more.

The first replacement

Homes from the early 2000s are reaching the age when original builder-grade equipment wears out. If yours still uses R-22 refrigerant, a coil leak is usually the signal to replace rather than recharge. Our AC replacement starts with a load calculation, not the size printed on the old unit.

Hot upstairs bedrooms

Two-story Vineyard homes usually run one system from a downstairs thermostat. On a 100°F afternoon the upstairs can sit several degrees warmer. Duct balancing, sealing or a zoning system with a second thermostat usually fixes it better than a bigger AC.

The newest homes

Homes finished in the last few years were built to California's 2022 Energy Code, which steers builders toward electric heat pumps. These systems mainly need regular maintenance and filter changes, and a technician who knows heat pump controls.

Heat, smoke and SMUD

Vineyard sits on the flat valley floor, south of Mather and well inland from the Delta. It shares Sacramento's summers, which average around two dozen 100°F days a year, and 2024 broke the downtown record of 44 days before September was out. Summer wildfire smoke settles into the valley in bad years, and winter brings Check Before You Burn days from the Sacramento Metropolitan Air Quality Management District, when wood fires are restricted because smoke gets trapped near the ground. A sealed duct system and good air filtration make a real difference in both seasons.

Electricity here comes from SMUD and natural gas from PG&E. If you're replacing a gas furnace, ask about SMUD's heat pump rebates. At the time of writing (2026), SMUD pays them through contractors in its Contractor Network. Airflow has been one of those participating contractors since 2020, so we can submit the paperwork for a qualifying project. Florin: older streets west of Vineyard

Across Elk Grove Florin Road, Florin has a much longer story. Japanese immigrant farmers arrived in the 1890s and, by planting strawberries between rows of grapevines, turned Florin into one of the largest Japanese American farming settlements in California. By 1941 nine shipping and packing houses served its growers. Executive Order 9066 sent the community to wartime incarceration in 1942, and the old Japantown never recovered. Historic church buildings and the former East Florin Grammar School still stand, and the county manages the area around the old town site under its own planning rules.

Many homes around Florin Road are decades older than Vineyard's subdivisions. That means older furnaces in hall closets or garages, ducts that have been patched over the years, and sometimes no central air at all. For those houses we often recommend testing and repairing the ducts first, or a ductless mini-split where running new ducts doesn't make sense. Florin is also unincorporated, so its permits go through Sacramento County as well.

My address says Sacramento. Do I get an HVAC permit from the city?

Not if you live in Vineyard or Florin. Both are unincorporated, so permits come from Sacramento County's Building Permits and Inspection office. We confirm your jurisdiction from the address and file the right permit.

My Vineyard home is about 20 years old. Is it time to replace the AC?

Not automatically. Many systems that age still run fine with maintenance. If you're facing a major repair like a compressor or a coil leak on an older R-22 system, replacement usually makes more sense, and we'll show you the cost of both.

How do I fix a hot upstairs in a two-story Vineyard house?

Start with the ducts. Sealing leaks and balancing airflow often closes much of the gap. If it doesn't, a zoning system with a separate upstairs thermostat lets the system send cooling where it's needed.

Can I get a SMUD rebate for a heat pump in Vineyard?

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house. I reached out to Oleg who by the way was quite busy and he moved some stuff around and did the entire install the next day. My home is now warm and comfortable. Oleg was a pleasure to deal with.
