A citrus colony that kept its village

Fair Oaks began in 1895, when the Howard-Wilson Publishing Company of Chicago bought the land and sold it as one of its "Sunset Colonies." The subdivision maps were recorded with Sacramento County on December 24, 1895, and by 1897 about 300 settlers were growing citrus, olives and other tree crops on parcels of 5 to 20 acres. The truss bridge that still crosses the American River here was built between 1907 and 1909, the third bridge at that spot, and today it carries only people on foot and bikes.

A 1932 freeze wiped out the citrus groves, and the old colony slowly filled in with houses. What stayed is the Village, with Plaza Park, Village Park, the Community Clubhouse and the Veterans Memorial Amphitheatre. So did the free-roaming chickens, which have their own festival every September. Today about 32,500 people live in Fair Oaks (2020 Census).

What we run into in Fair Oaks homes

Additions the ducts never reached

A family room, sunroom or converted garage added years after the house was built often hangs off the end of the original duct run, or has no supply at all. Rather than oversizing the whole system, we look at a dedicated ductless mini-split for that room or at rebuilding the duct layout.

Oak leaves in the condenser

The town is named for its oaks, and many yards here are still shaded by trees. Shade helps an AC, but leaves, catkins and acorns collect on condenser coils and block airflow. A spring AC tune-up includes cleaning the coil and clearing the cabinet before the first hot week.

Old ductwork in older attics

Ducts that have been in an attic for decades can be crushed, disconnected or poorly sealed. If one bedroom never cools, a leaky or kinked run is a common reason. California's Energy Code usually requires a duct leakage test when you replace a ducted system, so problems tend to come out at that point anyway.

Gas, SMUD and the heat pump question in Fair Oaks

Many Fair Oaks houses heat with a PG&E gas furnace and cool with an AC that runs on SMUD electricity. When the furnace and AC both reach the end of their life, a heat pump is worth pricing. It heats and cools with one outdoor unit, and at the time of writing (2026) SMUD lists rebates of up to $3,000 for converting gas heating to a heat pump and $1,000 for upgrading an existing electric system. Those numbers depend on funding and eligibility, so we check them when we quote. Because we're in SMUD's Contractor Network, we can file the rebate on qualifying jobs.

A heat pump isn't the right answer for every house. If the panel is small, the ducts are undersized for the airflow a heat pump needs, or you'd rather keep gas heat, a high-efficiency furnace with a new AC is a sound choice. We'll lay out both options with real numbers for your home.

Permits and air rules for Fair Oaks

Fair Oaks has no city hall, so mechanical permits come from Sacramento County's Building Permits and Inspection division. A replacement system usually needs a HERS duct leakage test by an independent rater as well. We file the permit, book the test and meet the inspector.

Fair Oaks is also inside the Sacramento Metropolitan Air Quality Management District. Its Check Before You Burn season runs November 1 through the end of February. On restricted days a fireplace is off the table for most homes, so the furnace or heat pump has to be in working order before the first cold snap.

Why is the room we added on always hotter than the rest of the house?

Additions are often tacked onto the end of the original duct system, so they get too little air, or none at all. Sometimes resizing a duct run fixes it. In other cases a ductless mini-split dedicated to that room is the cleaner solution.

Do I need a permit to replace my AC or furnace in Fair Oaks?

Yes. Fair Oaks is unincorporated, so the permit comes from Sacramento County's Building Permits and Inspection division. Replacing a ducted system also usually requires a HERS duct leakage test under California's Energy Code. We take care of both.

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house.
