Lodi does a few things its own way. Electricity comes from the city-owned Lodi Electric Utility instead of PG&E, while PG&E still delivers natural gas. Permits inside city limits come from the City of Lodi Building Division, and homes in the surrounding countryside go through San Joaquin County.

A city with its own power company

The City of Lodi has owned and operated its electric system since July 1, 1910, and Lodi Electric Utility is a member of the Northern California Power Agency. If you live inside city limits, your electric service comes from the city, which sets its own rates and runs its own efficiency programs. Gas is a separate account with PG&E.

That split matters most when you are choosing between a new gas furnace and an electric heat pump. We estimate running costs from your own Lodi Electric and PG&E statements, not from PG&E electric averages.

  • Utility rebates. At the time of writing (2026), Lodi Electric Utility's residential rebates page lists air source heat pumps and central air conditioners among its home improvement rebates. Rebates depend on available funds and can change or end, so ask us and we will check the current requirements before we price your system.
  • Federal tax credit. The federal 25C energy efficient home improvement credit ended for equipment installed after December 31, 2025, so a 2026 installation does not qualify for it.

Lodi homes, from the Mission Arch to the west side

Lodi began in 1869 as a Central Pacific Railroad stop called Mokelumne, was renamed Lodi a few years later, and incorporated in 1906. The 1907 Mission Arch still stands at Pine and Sacramento streets downtown, and the 2020 census counted 66,348 residents. Each era of housing brings its own HVAC problems.

Older homes near downtown

Houses on the blocks around the Arch and the old depot were built long before central air. We still find wall heaters, floor furnaces and window units, or duct systems squeezed into a crawlspace decades later. Where ducts can't be run cleanly, a ductless mini-split heats and cools room by room without opening plaster walls.

Mid-century ranch houses

Single-story homes from the post-war decades usually have a furnace in a hall closet or garage and ducts in the attic or under the floor. Many still have the original small return grille, which starves a modern blower of air. A duct test at replacement time often shows the return is the bottleneck.

Newer west side subdivisions

Lodi's west side annexation came into the city in 2006, and neighborhoods such as Rose Gate have filled in since. These newer homes are tighter, many have two stories, and an oversized replacement will short-cycle and leave upstairs rooms warm. Zoning and correct sizing fix that better than a bigger unit.

Hot afternoons, Delta evenings and fog

Lodi's average July high is about 91°F, with roughly 65 days a year at 90°F or warmer, and the record high is 111°F. The Delta breeze usually arrives late in the afternoon and summer nights often fall into the fifties. If yours is still losing ground at dinnertime, the cause is usually a dirty coil, low refrigerant or leaking ducts, and an AC tune-up in spring finds those before the first heat wave.

Winters are cool and wet, with average January lows near 37°F and stretches of dense tule fog. A heat pump frosts its outdoor coil on those damp mornings and runs short defrost cycles, which is normal when it is set up correctly. Lodi is also inside the San Joaquin Valley Air Pollution Control District, whose Check Before You Burn season runs from November 1 through the end of February. On no-burn days the fireplace is off the table, so the furnace or heat pump has to carry the house. A fall furnace tune-up helps it do that.

Vineyard country is hard on filters

The Lodi Winegrape Commission counts more than 100,000 acres of wine grapes in the Lodi appellation, including over 16,000 acres of Zinfandel, much of it old vines. Vineyards and orchards reach right up to the edges of town. Tractor work, harvest traffic, spring pollen and summer wildfire smoke all end up on outdoor coils and in return grilles. A deeper media filter cabinet, sealed return ducts and a coil rinse each season keep airflow up, and whole-home air filtration helps households with allergies.

HVAC services for Lodi homes and buildings

Permits: City of Lodi or San Joaquin County

A furnace, AC or heat pump replacement in California needs a permit, and Title 24 usually adds a HERS verification such as a duct leakage test. Inside city limits, permits come from the Building Division of the City of Lodi Community Development Department. Contractors can apply for simple residential permits, including HVAC replacements, through the city's eTRAKiT online system, and the city enforces the 2025 California Mechanical Code.

Many homes with a Lodi mailing address sit outside the city, in unincorporated places such as Woodbridge and Acampo. Those permits come from the San Joaquin County Community Development Department, which requires a permit to install, repair or replace heating units, air conditioners and ductwork. We pull the permit, schedule the HERS test and meet the inspector either way.

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house. I reached out to Oleg who by the way was quite busy and he moved some stuff around and did the entire install the next day. My home is now warm and comfortable. Oleg was a pleasure to deal with.
