HVAC Repair & Replacement in Roseville, CA

Roseville runs its own electric utility, so heat pump rebates work differently here than anywhere else in Placer County. We sort that out before we quote.

Airflow Heating & Air is a family-owned Sacramento-area HVAC contractor that repairs, tunes up and replaces air conditioners, furnaces and heat pumps in Roseville, including Sun City Roseville. We handle everything from a dead condenser on a July afternoon to a full gas-to-heat-pump changeout, with 24/7 emergency service.

The most important local detail: homes inside Roseville city limits buy electricity from Roseville Electric, the city's own utility, not from PG&E or SMUD. Natural gas still comes from PG&E. That split decides which rebates you can use and how we size a heat pump against your electric bill.

Roseville Electric, not PG&E: what changes for your HVAC

Within Placer County, Roseville Electric serves only the City of Roseville. Rocklin, Lincoln, Loomis and Granite Bay are PG&E. If you live near the city edge, check your bill before you start shopping for rebates, because a house a few streets over can be on a different utility.

Rebates come from the city

Roseville Electric has run its own heat pump HVAC rebate in the past, with higher amounts for replacing a gas furnace than for replacing electric heat. Its older program page is now archived, so we check the city's current Rebates and Energy Savings listing (or call Roseville Electric) at the time of your project in 2026 rather than promise a figure.

Paperwork the utility asks for

The archived program asked for a multi-stage system, a paid invoice, a City of Roseville building permit and ducts that passed Title 24 HERS verification (the CF3R form). We build those steps into the job so the rebate file is complete when the install is.

Gas still matters

Most Roseville homes heat with a PG&E gas furnace. Keeping gas, going all-electric, or pairing a heat pump with a furnace are all workable here. We lay out the trade-offs in plain numbers for your house.

The permit for an HVAC changeout in Roseville

California requires a permit to replace a furnace, air conditioner or heat pump, and Title 24 usually adds HERS testing such as duct leakage. In Roseville the permit comes from the city's Development Services Building Division, not Placer County. The city lists HVAC and duct changeouts among its quickest residential permits, processed through the Online Permitting Services (OPS) portal.

  • Energy form. The city's residential checklist calls for the Residential HVAC Alteration form (CF1R-ALT-04-E) with the application.
  • Attic and rooftop units. If the new equipment goes in the attic or on top of the roof, the checklist asks for stamped and signed plans, so we flag that early.
  • Inspection. After the install, the city inspector and the HERS rater both sign off. We schedule both.

From the rail yard to the west side: Roseville's housing eras

Roseville grew up around the railroad. Southern Pacific moved its main Sacramento-area facilities here from Rocklin in the early 1900s, and the yard (now Union Pacific's J.R. Davis Yard) is still the largest rail facility on the West Coast by the city's own account. The houses tell that story in layers, and each layer has its own HVAC habits.

  • Old Roseville near downtown. The oldest homes sit near Vernon Street and the tracks. Many were built before central air and had systems added later, so duct runs can be cramped or patched. Sealing and resizing ducts often matters as much as the new unit.
  • East Roseville. When Interstate 80 opened in 1956, growth shifted east. Population climbed to about 44,700 by 1990 and 74,000 by 2000. Homes from these decades usually have attic ductwork that has baked through 30-plus summers.
  • West Roseville. The West Roseville Specific Plan, adopted in 2004, covers more than 3,100 acres west of Fiddyment Road, with later plans like Creekview pushing farther out. These newer homes often have their first systems coming due for replacement, and many are good candidates for a straight swap to a heat pump.

Summer is the hard season. Average July highs sit around 95°F, and afternoons above 100°F are common enough that we size equipment and check duct leakage with those days in mind, not the mild evenings.

Sun City Roseville: single-story, 55+, and 25-plus years in

Del Webb built Sun City Roseville between roughly 1995 and 2000, about 3,100 homes in the 95747 ZIP code around the Timber Creek Recreation Lodge, on streets with railroad names like Whistlestop Way and Locomotive Lane. Most homes here are on their second system by now, or due for one. A few things we see in this neighborhood:

  • Original R-22 equipment. Any system from the late 1990s that has never been replaced uses a refrigerant that is no longer produced. A major leak on one of these is usually the point to replace rather than recharge.
  • Side-yard condensers. Units often sit in narrow side yards close to the neighbor. We check clearance and noise before suggesting a larger or different outdoor unit, and we remind owners to check with the community association before changing equipment size or location.
  • Comfort over size. Many residents want steady temperatures and quiet operation more than raw cooling. Variable-speed heat pumps and a simple smart thermostat are common choices here.

HVAC services for Roseville homes

Before we quote a system in Roseville, we check

  • That your meter belongs to Roseville Electric, and which of its rebates are open right now
  • Whether the equipment sits in the attic or on the roof, which changes the city's permit submittal
  • Duct condition and leakage, since Title 24 HERS testing applies to most changeouts
  • Your electrical panel, if a heat pump is replacing a gas furnace
  • Community association rules, for Sun City and other HOA neighborhoods

Questions Roseville homeowners ask about heating and air

Is my Roseville home on Roseville Electric or PG&E?

If you are inside Roseville city limits, your electricity almost certainly comes from Roseville Electric, while gas comes from PG&E. Homes just outside the city line may be PG&E for both. Your electric bill shows the provider.

Does Roseville Electric offer a heat pump rebate?

Roseville Electric has offered heat pump HVAC rebates, but its older program page is archived and amounts have changed over time. Check the city's Rebates and Energy Savings page or call Roseville Electric for what is available at the time of writing (2026). Past versions required a city permit and HERS-verified ducts, which we include in every install.

Do I need a permit to replace my AC in Roseville?

Yes. A residential HVAC changeout needs a City of Roseville building permit, filed through the city's OPS portal with a Title 24 energy form. Most jobs also need HERS testing before the permit closes. We file the permit and book the inspections.

My Sun City Roseville AC is from the 1990s. Should I repair or replace it?

If it still runs on R-22 and has a refrigerant leak or a failed compressor, replacement is usually the better value because R-22 is no longer produced. If it only needs a capacitor or contactor, a repair can make sense for now. We tell you which one we would choose and why.

Is a heat pump a good fit for Roseville winters?

For most Roseville homes, yes. Winter lows usually stay in the high 30s and rarely drop much below freezing, which is well within what a modern heat pump handles. The bigger questions are your panel capacity and duct condition, which we check first.

We are thrilled with Oleg and the work he and his team did to install a heat pump, remove the A/C and detangle our hydronic heating system! The price was great, the work was great, the follow-up and follow-through were great. The team was super fast, getting it all done in one day. Oleg is such a great guy - extremely thorough, kind and does such good work. The inspector said "wow, he did a really clean job". We will highly recommend Oleg to anyone who needs HVAC!

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house. I reached out to Oleg who by the way was quite busy and he moved some stuff around and did the entire install the next day. My home is now warm and comfortable. Oleg was a pleasure to deal with. This guy is an Einstein when it comes to HVAC and I will not do business with anyone else from this point forward. Thanks Oleg, you and your staff are top notch. My HVAC system has never operated at this level before.

We highly recommend Airflow Heating & Air for your heating or air conditioning needs. Oleg and his crew installed 2 independent systems in our 2-story home built in the early 1900s. Both the Daikin mini-split and the Goodman heat pump system work to perfection, keeping our house cool in the summer and warm in the winter. What we appreciated most, along with professionalism and a clean job site, was Oleg’s genuine interest in ensuring that we were completely satisfied with the installations.

I’ve used Airflow Heating and Air for years for both my personal home and multiple rental properties. These guys are truly top-notch. What sets Airflow apart is their honesty and thoroughness. Instead of immediately pushing a full system replacement like many HVAC companies do, AirFlow takes the time to properly diagnose the issue and recommend repairs whenever possible, always keeping my budget in mind. They clearly explain the options so you can make an informed decision without pressure. When a full replacement is necessary, they’re just as impressive. I’ve trusted Airflow with two complete system replacements, and both were smooth, professional, and fairly priced. They handled the entire process including permits and inspections which made everything incredibly easy for me and my tenants. Overall, Airflow Heating and Air has been reliable, professional, and easy to work with every step of the way. Their communication is excellent, their work is high quality, and they truly stand behind what they do. I trust them completely and wouldn’t hesitate to recommend them to anyone needing HVAC service! 10/10

Oleg was referred to me by my neighbor. My neighbor said he will never go with anyone else for his HVAC needs - and I now I understand why! Both times I reached out, he responded to me within minutes, and came out to my house the very next day. He's honest, reliable, reasonably priced, and just an all around cool dude. Thanks, Oleg!
