One city, four communities, very different houses

West Sacramento only became a city in 1987, when Broderick, Bryte and West Sacramento (and, by most accounts, Southport) joined together. The roots go much further back. Margaret McDowell platted a town called Washington here in 1849. It was renamed Broderick in 1914, and Bryte grew out of a subdivided dairy ranch in the early 1900s. That history shows up in what we find in attics and side yards.

Many homes here are older and smaller. Some still rely on wall or floor furnaces or window units, or had ductwork added long after the house was built. Low attic space and crawlspaces can make new duct runs awkward. A ductless mini-split is often the cleaner path.

Southport

Much of the growth after incorporation went south of the port, into neighborhoods like Bridgeway Lakes. These are mostly 1990s and 2000s tract homes, many of them two-story, with attic ducts and one system trying to cool both floors.

The Bridge District

The riverfront near Sutter Health Park has added hundreds of apartments, condos and three-story townhomes. Tight equipment spaces, HOA rules on where condensers sit, and newer energy-code systems all shape the job.

Fixing the hot upstairs in Southport two-stories

If your Southport bedrooms sit at 80°F while the downstairs is cold, you are not alone. Heat rises, the attic over the second floor bakes on July afternoons, and the upstairs supply ducts run through the hottest part of the house. A single thermostat downstairs never sees the problem.

  • Seal and balance first. Leaky attic ducts lose cooled air before it reaches the upstairs registers. Duct repair and balancing can close much of the gap for a modest cost.
  • Zoning for a real fix. Dampers and a second thermostat let the system send more air upstairs in the afternoon and more downstairs in the morning.
  • Size from a load calculation. When the original unit is due for replacement, we size it to the house as it is today, not to the tonnage on the old nameplate.

Townhomes, condos and light commercial near the river

The Bridge District and the Washington riverfront are filling in with multi-story buildings. Equipment there is often a compact air handler in a closet, a condenser on a balcony or roof, or a package unit. City permit records show over-the-counter mechanical permits in West Sacramento for rooftop package unit replacements on homes as well as businesses. Title 24 usually adds HERS verification, such as a duct leakage test, before the job is finaled. We pull the permit, book the inspection and coordinate the HERS rater.

Heat pump incentives in PG&E territory change often, and statewide programs such as TECH Clean California have run out of single-family funding before. River air, traffic corridors and smoke

West Sacramento sits between the Sacramento River and the Deep Water Ship Channel, with I-80 and US-50 running through town and the port on the south side. It falls under the Yolo-Solano Air Quality Management District, which issues "Don't Light Tonight" wood-burning advisories from November through February. Summer wildfire smoke drifts in from across Northern California. A tight duct system with good filtration keeps road dust and smoke out of the house.

The river also shaped the city's flood planning. The Southport setback levee, finished in December 2018, was part of the push toward 200-year flood protection. For HVAC, the practical point is simple: outdoor units belong on a solid, level pad, clear of irrigation runoff and low spots where water collects after winter storms.

Is West Sacramento on Valley Clean Energy like Davis and Woodland?

At the time of writing (2026), no. Valley Clean Energy serves Davis, Woodland, Winters and unincorporated Yolo County. West Sacramento homes get electricity and gas from PG&E, so PG&E rates drive the cost of running a heat pump or AC here.

Do I need a permit to replace my AC in West Sacramento?

Yes. California requires a permit for an HVAC changeout, and in West Sacramento it comes from the city's Building Division. Title 24 usually also requires HERS verification such as a duct leakage test. We include the permit and testing in our quote.

Why is my Southport upstairs so much hotter than downstairs?

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house. I reached out to Oleg who by the way was quite busy and he moved some stuff around and did the entire install the next day. My home is now warm and comfortable. Oleg was a pleasure to deal with.
