Elk Grove became a city on July 1, 2000, the first California city to incorporate in the 21st century. It grew fast. Between July 2004 and July 2005 it was the fastest-growing city in the country among cities over 100,000 people. Thousands of houses were finished in a few years, and most got similar builder-grade equipment at the same time.

That equipment is now hitting the age when repairs stack up. A capacitor one summer, a fan motor the next, then a refrigerant leak in the coil. Many of these systems also still run on R-22 refrigerant, which is no longer produced, so leak repairs get more expensive each year. Permits, HERS testing and SMUD rebates in Elk Grove

Inside city limits the permit comes from the City of Elk Grove Building Safety & Inspection division. We file it, schedule the inspection and coordinate the HERS test as part of the job. The city has adopted the 2025 California codes, which took effect January 1, 2026.

On the utility side, SMUD supplies electricity in Elk Grove and PG&E supplies natural gas. SMUD has been pushing homeowners to replace gas furnaces with electric heat pumps. In February 2026 it raised its rebates, citing the end of the federal 25C tax credit on December 31, 2025. At the time of writing (2026), SMUD lists up to $3,000 for a gas-to-electric heat pump HVAC conversion, paid through contractors in its Contractor Network and subject to available funding. I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house.
