AC replacement means removing an existing central air conditioner, usually with its indoor coil, and installing a new, correctly sized system on your home's existing ducts and electrical. In Sacramento, a replacement needs a permit and Title 24 HERS verification, and new equipment now uses A2L refrigerants such as R-454B or R-32 instead of R-410A.

Airflow Heating & Air gives free estimates on new system installs and offers financing for qualified customers. We'll also show you the heat pump option, since that's where most local rebates are at the time of writing (2026).

This page is about swapping out a system you already have. If your home has never had central air, or you're cooling an addition or ADU, see AC installation. If you just need yours running again, see AC repair.

Repair or replace: the math

A quick rule of thumb: multiply the system's age in years by the repair price. If the result is more than the price of a new system, replacement is usually the better value. If it's well under, repair it.

The rule doesn't cover everything, so look at these factors too:

FactorLeans repairLeans replace
AgeUnder about 10 years15 years or older
What failedCapacitor, contactor, fan motor, drainCompressor, or a leaking indoor or outdoor coil
RefrigerantR-410A with a small, fixable leakR-22 (only costly reclaimed supply remains), or repeat leaks
Repair historyFirst problem in yearsSecond or third major repair in a few summers
ComfortHouse cools evenly when it runsCan't keep up on 100°F days, uneven rooms, high humidity indoors
FurnaceFurnace is fairly newFurnace is also old, so both can be replaced together, or with one heat pump

We'll give you both prices when a major repair is on the table, so you can decide with real numbers.

The refrigerant change: R-410A to A2L

Since January 1, 2025, manufacturers can no longer produce new residential air conditioners and heat pumps that use refrigerants with a high global warming potential, which includes R-410A. New equipment uses A2L refrigerants, mainly R-454B and R-32.

  • What changed in 2026. EPA finalized a rule in May 2026 that removed the January 1, 2026 installation deadline for R-410A systems made or imported before 2025. Leftover R-410A stock can still be installed until it runs out. Most new equipment you'll be quoted is A2L.
  • Your old system is still serviceable. Existing R-410A systems can be repaired and recharged. The phase-down may raise refrigerant prices over time.
  • A2L means "mildly flammable." The risk is low, but these systems follow updated safety standards, and many include a refrigerant leak sensor in the indoor unit. Technicians need A2L-rated tools and training.
  • No mixing. A new A2L outdoor unit can't be paired with your old R-410A indoor coil. Replacing the condenser means replacing the coil, and we check whether the copper line set can be reused.

SEER2 and EER2 minimums in California

Since January 1, 2023, efficiency is rated with the SEER2 test, and California falls in the federal Southwest region, which has the strictest air conditioner rules. In the Southwest, compliance is based on the date of installation.

Equipment (Southwest region)Minimum seasonal ratingMinimum peak rating
Split AC under 45,000 Btu/h (under about 3.75 tons)14.3 SEER211.7 EER2
Split AC 45,000 Btu/h and up13.8 SEER211.2 EER2
Split heat pump (national)14.3 SEER27.5 HSPF2 (heating)

In Sacramento, pay attention to EER2. It measures efficiency at a hot outdoor temperature, which is closer to a July afternoon here than the seasonal average. A higher EER2 helps most on the days your bill is highest. Units rated 15.2 SEER2 or higher have a lower EER2 floor of 9.8. Utility rebates usually require ratings above these minimums.

Matching the coil, furnace and ducts

A central AC is two halves: the outdoor condenser and the indoor evaporator coil, which sits on your furnace or air handler. They're rated as a matched pair, and the furnace blower moves the air for both. A good replacement looks at all of it:

  • Matched coil. The new coil must be rated with the new condenser. A mismatched pair won't deliver its rated efficiency and can void the equipment warranty.
  • Furnace blower. An older furnace with a single-speed blower can limit a two-stage or variable-speed AC. If the furnace is 15 to 20 years old, pricing both together, or a heat pump instead, often makes sense. See furnace installation & replacement.
  • Sizing. Bigger isn't better. We confirm size with a load calculation rather than copying the old unit, since insulation, windows and the house may have changed.
  • Ducts. Leaky or undersized ducts waste the new system's efficiency. They also have to pass the Title 24 test below.

Title 24 permit and HERS testing

California's Energy Code (Title 24) applies to AC changeouts. Replacing a system requires a building permit from your city or county, and in most of the Sacramento region (climate zone 12) it triggers third-party HERS verification.

  • Duct leakage test. When a replacement is connected to existing ducts in an attic or crawlspace, the ducts are pressure-tested. If they leak too much, they must be sealed before the job can pass. See air duct sealing.
  • Refrigerant charge and airflow verification. Depending on the system, the installer and an independent HERS rater verify charge and airflow.
  • Final inspection. The building inspector signs off, and the compliance forms are registered with a HERS provider.

Skipping the permit can cause trouble when you sell, and some rebates require proof of a permit. Requirements vary by jurisdiction, so the exact tests depend on your house and system.

Rebates and incentives at the time of writing (2026)

  • SMUD. SMUD increased its heat pump rebates in February 2026, citing expired federal and state incentives. The largest rebates go to gas-to-electric conversions, such as replacing an AC and gas furnace with a heat pump, and more efficient variable-speed systems earn more than two-stage. Work must be done by a contractor in the SMUD Contractor Network. We've been a participating contractor since 2020 and can submit the paperwork for qualifying cooling and heating projects at SMUD addresses. Funding is limited.
  • PG&E territory. Parts of Placer, El Dorado and Yolo counties are served by PG&E. The statewide TECH Clean California heat pump incentives were reported fully reserved for single-family homes as of mid-2026. Check techcleanca.com and PG&E for current offers.
  • Roseville Electric. Roseville runs its own utility and rebate list. Check the city's site for current HVAC rebates.
  • Federal tax credit. The 25C energy efficient home improvement credit ended for equipment placed in service after December 31, 2025.

A straight AC-for-AC swap generally qualifies for less than a heat pump conversion. We'll tell you which programs your project fits before you choose.

The heat pump option

In Sacramento's climate, a heat pump is often the most practical replacement for an AC and gas furnace. It looks like an AC outside but runs in reverse in winter to heat the house.

What does AC replacement cost in Sacramento?

Pricing: every system and home is different, so we price each job after a free look at your equipment, ductwork and electrical. You get a clear, written price before any work starts. Call (916) 476-2222 to schedule.

What moves the price:

  • System size and efficiency. Tonnage, SEER2/EER2 and single-stage vs variable-speed.
  • Coil and furnace. Condenser and coil only, or the furnace too.
  • Ducts. Sealing or repairs needed to pass the HERS duct test.
  • Line set and electrical. Replacing copper lines, a new disconnect or circuit work.
  • Access. Attic furnaces and tight crawlspaces add labor.
  • Permit and HERS fees, and any rebates that reduce your net cost.

How an AC replacement works

  1. Free in-home estimate. We look at the equipment, ducts, electrical and comfort problems, then run a load calculation.
  2. Options in writing. Repair vs replace, AC vs heat pump, efficiency levels and rebates, each with a clear price.
  3. Permit. Pulled with your city or county before work starts.
  4. Install. Old equipment and refrigerant are removed properly, the new system is set, brazed, pressure-tested and evacuated. Most changeouts take one to two days.
  5. Testing and HERS. Charge and airflow are verified, ducts are tested, and the HERS rater and inspector sign off.
  6. Paperwork. The equipment is registered with the manufacturer, and you get the documents each rebate program asks for.

Where we replace AC systems

We replace air conditioners across the region, including Folsom, Roseville, Rancho Cordova and Fair Oaks.

AC replacement FAQ

How long does it take to replace a central AC?

Most changeouts take one to two days on site. The permit, any duct sealing and the HERS verification can add a few days to the overall timeline before final sign-off.

Do I need a permit to replace my AC in Sacramento?

Yes. California's Title 24 Energy Code requires a permit for an AC changeout, and in most of the Sacramento region the job also needs HERS verification, such as a duct leakage test. The permit protects you at resale and is often required for rebates.

Can I replace just the outdoor unit?

Usually not anymore. New systems use A2L refrigerants that can't be mixed with an existing R-410A indoor coil, and the coil and condenser must be a rated match. Replacing both is the standard approach.

Is R-410A being banned?

No. Existing R-410A systems can be repaired and recharged. Manufacturers stopped producing new R-410A residential systems on January 1, 2025, and EPA removed the 2026 installation deadline for leftover stock in a May 2026 rule.

Are there rebates for replacing an AC in Sacramento?

At the time of writing (2026), SMUD's largest HVAC rebates are for heat pumps, especially when replacing gas heating. The federal 25C tax credit ended after 2025, and statewide TECH Clean California funds were reported fully reserved for single-family homes. Check your utility for current offers.

What size AC do I need?

It depends on insulation, windows, orientation, ducts and how many people live there, not just square footage. A Manual J load calculation sets the size. An oversized unit short-cycles and leaves the house clammy, while an undersized one can't keep up on 100°F days.

We are thrilled with Oleg and the work he and his team did to install a heat pump, remove the A/C and detangle our hydronic heating system! The price was great, the work was great, the follow-up and follow-through were great. The team was super fast, getting it all done in one day. Oleg is such a great guy - extremely thorough, kind and does such good work. The inspector said "wow, he did a really clean job". We will highly recommend Oleg to anyone who needs HVAC!

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house. I reached out to Oleg who by the way was quite busy and he moved some stuff around and did the entire install the next day. My home is now warm and comfortable. Oleg was a pleasure to deal with. This guy is an Einstein when it comes to HVAC and I will not do business with anyone else from this point forward. Thanks Oleg, you and your staff are top notch. My HVAC system has never operated at this level before.

We highly recommend Airflow Heating & Air for your heating or air conditioning needs. Oleg and his crew installed 2 independent systems in our 2-story home built in the early 1900s. Both the Daikin mini-split and the Goodman heat pump system work to perfection, keeping our house cool in the summer and warm in the winter. What we appreciated most, along with professionalism and a clean job site, was Oleg’s genuine interest in ensuring that we were completely satisfied with the installations.

I’ve used Airflow Heating and Air for years for both my personal home and multiple rental properties. These guys are truly top-notch. What sets Airflow apart is their honesty and thoroughness. Instead of immediately pushing a full system replacement like many HVAC companies do, AirFlow takes the time to properly diagnose the issue and recommend repairs whenever possible, always keeping my budget in mind. They clearly explain the options so you can make an informed decision without pressure. When a full replacement is necessary, they’re just as impressive. I’ve trusted Airflow with two complete system replacements, and both were smooth, professional, and fairly priced. They handled the entire process including permits and inspections which made everything incredibly easy for me and my tenants. Overall, Airflow Heating and Air has been reliable, professional, and easy to work with every step of the way. Their communication is excellent, their work is high quality, and they truly stand behind what they do. I trust them completely and wouldn’t hesitate to recommend them to anyone needing HVAC service! 10/10

Oleg was referred to me by my neighbor. My neighbor said he will never go with anyone else for his HVAC needs - and I now I understand why! Both times I reached out, he responded to me within minutes, and came out to my house the very next day. He's honest, reliable, reasonably priced, and just an all around cool dude. Thanks, Oleg!
