Airflow Heating & Air is a family-owned Sacramento HVAC contractor that repairs and replaces air conditioners, furnaces and heat pumps across North and South Natomas in Sacramento, CA. Natomas is inside Sacramento city limits, so the City of Sacramento issues HVAC permits and SMUD supplies electricity.

Most North Natomas homes were built in a rush between 1998 and 2008, and those original systems are now 18 to 28 years old. Many units from before 2010 run on R-22, a refrigerant that is no longer produced or imported in the U.S. That makes this one of the busiest replacement areas in the city right now.

North and South Natomas are two different housing stories

Natomas grew from roughly 8,900 people in 1975 to almost 99,000 by 2010. That growth came in two waves on either side of Interstate 80, and the age of your house tells us a lot before we open the attic.

South Natomas: 1950 to 1980

The city annexed South Natomas in the 1960s, and it built out mostly as subdivisions between 1950 and 1980, with office parks added along I-5 in the 1980s. These homes have had at least one or two system replacements already. Ducts are often the oldest part, with original runs patched onto newer equipment.

North Natomas: 1998 to 2008

Construction took off in 1998 after the Army Corps of Engineers certified the levees for 100-year protection. Neighborhoods like Natomas Park filled in fast, many with two-story homes, attic ductwork and a single system serving both floors. Builder-grade equipment from that era is reaching the end of its life all at once.

Newer infill: 2015 on

Building stopped for about seven years after 2008 and restarted in 2015. Homes built since then follow California's newer Energy Code, and recent ones are often all-electric with heat pumps. They need routine maintenance, not replacement.

What replacing a boom-era system involves

If your North Natomas home still has its first air conditioner, here's what's changed since it went in.

  • Refrigerant. New R-22 systems stopped being made in 2010, and U.S. production and import of R-22 ended in 2020, so leak repairs on those units are expensive. R-410A replaced it, and since January 1, 2025, new residential systems use lower-impact refrigerants like R-454B or R-32. A new outdoor unit almost always needs a matching new indoor coil.
  • Upstairs comfort. Two-story homes from this era commonly have hot upstairs bedrooms. Replacement is a good time to add zoning or a second thermostat, or fix undersized upstairs returns, instead of just putting in the same thing again.
  • The duct test. California's Energy Code treats a condenser, coil or furnace replacement as an alteration, which usually requires a HERS-verified duct leakage test. Twenty-year-old flex duct in a Natomas attic often needs sealing to pass.
  • Heat pump or gas. SMUD raised its heat pump rebates in February 2026 after federal tax credits ended. At the time of writing (2026), the largest rebate goes to replacing a gas furnace with a heat pump, and as a SMUD Contractor Network participant we can submit it on qualifying jobs. Permits and the Natomas flood zone

Because Natomas is part of the City of Sacramento, mechanical permits come from the city's Community Development Department, Building Division, not Sacramento County. The city publishes its fees for residential HVAC change-outs, and we pull the permit and book the inspection for you.

Natomas also sits in a levee-protected basin between the Sacramento and American rivers. After FEMA remapped it in 2008, new construction was effectively halted until the city and counties won an interim A99 flood zone designation, effective June 16, 2015. A99 is still treated as high risk, and the city notes that new FEMA rules for A99 took effect July 1, 2024, for new construction and substantial improvements.

A like-for-like AC or furnace replacement isn't usually affected. If your HVAC work is part of a large remodel or an addition, though, it's worth asking the city whether flood-zone requirements apply to where equipment sits. We'll raise it during the estimate.

North Natomas borders working agricultural land. The Natomas Basin still grows rice, alfalfa and safflower, the Natomas Basin Conservancy manages marshland for wildlife, and Sacramento International Airport controls about 10,000 acres of runway and buffer land. Field work and wind across that open, flat ground carry dust and pollen into neighborhoods on the edge. A good filter, changed on schedule, and a spring coil cleaning keep a system from losing airflow by August.

The heat is the other constant. Sacramento has averaged about 24 days a year at 100°F or higher since 1990, and 2024 set a record, passing the old mark of 44 days before the end of September. Natomas homes face the same long stretches, and those are the days aging boom-era systems tend to quit.

My North Natomas house was built in the early 2000s. Is it time to replace the AC?

Who issues HVAC permits in Natomas?

Does the Natomas flood zone affect replacing my air conditioner?

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house. I reached out to Oleg who by the way was quite busy and he moved some stuff around and did the entire install the next day. My home is now warm and comfortable. Oleg was a pleasure to deal with.
