Two local facts shape most Folsom HVAC decisions. Folsom voted in the 1980s to join SMUD for electricity, so most homes here qualify for SMUD's heat pump rebates, while natural gas still comes from PG&E. And when wildfires burn in the foothills to the east, smoke often settles over Folsom before it reaches the rest of the county, which makes filtration part of the conversation.

Three Folsoms, three kinds of systems

Folsom grew from roughly 11,000 residents in 1980 to more than 72,000 by 2010, and it is still growing south of Highway 50. The age of your house tells us a lot before we open the attic.

Around Sutter Street and the historic core

Older homes near downtown were built long before central air. Many had ducts added later in tight attics or crawlspaces, sometimes with long runs that starve the far bedrooms. When there's no good path for ductwork, a ductless mini-split can cool a room or an addition without opening walls.

The 1980s to 2000s neighborhoods

Most Folsom homes went up during the big growth years, many as two-story houses with a single system and attic ducts. Many of those systems are now on their second or third condenser, and the upstairs often runs several degrees warmer than the ground floor in July. Zoning or a properly sized replacement usually fixes that better than turning the thermostat lower.

Folsom Ranch, south of Highway 50

The Folsom Plan Area covers about 3,520 acres between Highway 50, White Rock Road, Prairie City Road and the El Dorado County line, and the city plans for about 11,000 homes there. Many already have heat pumps. Service there is mostly tune-ups, filter upgrades and warranty-friendly maintenance, not replacement.

When the smoke comes down the canyon

Folsom sits on the eastern edge of Sacramento County, closest to the foothill fires. During the 2021 Caldor Fire, the Sacramento Metropolitan Air Quality Management District (SMAQMD) forecast the worst particle levels in the eastern county, including Folsom. In September 2022, its advisory for Mosquito Fire smoke named Folsom, Orangevale and Fair Oaks as the areas with the highest readings. Smoke from the 2014 King Fire hit Folsom and Rancho Cordova hardest too.

Your HVAC system can either help or hurt on those days. A blower pulling through a thin filter, or leaky return ducts drawing attic air, moves smoke around the house. What helps:

  • A better filter the system can handle. We check whether your blower and filter rack can take a MERV 13 media filter before recommending one, because a filter that's too restrictive cuts airflow. See our air filtration options.
  • Sealed return ducts. Returns that leak in the attic pull in dust and smoke the filter never sees.
  • Recirculation, not fresh air. On smoky days you want the fan running on recirculate with windows and any outside-air dampers closed. We'll show you how your thermostat handles that.

Heat pump or new furnace? The SMUD factor

Folsom residents voted to join SMUD in the 1980s, and PG&E's own utility list shows Folsom electricity as SMUD. A few regional guides still describe Folsom as PG&E territory, so check the logo on your electric bill. Gas, on the other hand, is PG&E across the city.

If your electricity is SMUD, a gas-to-electric switch can pay off. In February 2026, SMUD raised its rebates to offset the federal tax credits that ended on December 31, 2025. At the time of writing (2026), SMUD lists up to $3,000 for converting a gas furnace to a heat pump HVAC system, and $1,000 for replacing an existing electric heat pump. Amounts and funding change, so we confirm the current rebate when we quote your system. Our SMUD heat pump rebate page covers how it works. We've been part of SMUD's Contractor Network since 2020, so if your home is on SMUD, we can submit the rebate for a qualifying system. Folsom's mild winters suit a heat pump well, and one unit replaces both the AC and the furnace.

HVAC services for Folsom homes

The permit: City of Folsom, through eTRAKiT

California requires a permit to change out an HVAC system, and Title 24 usually adds HERS verification, such as a duct leakage test, by an independent rater. Inside city limits, permits come from the City of Folsom Building Division. A residential changeout is usually handled as a Minor Permit with no plan review. The city asks for a CF1R energy compliance form and a copy of the contract showing the project value. Since October 20, 2025, all new Folsom permits run through the city's eTRAKiT system. We apply, upload the documents, pay the fees and book the inspection.

  • Whether your electric bill says SMUD, so we know which rebates apply
  • The heat load of your actual house, including west-facing glass and upstairs rooms
  • Duct condition and leakage, since the permit will likely require a HERS test

Is my Folsom home on SMUD or PG&E?

For electricity, Folsom joined SMUD after a 1980s vote, and most homes in the city are SMUD customers. Natural gas comes from PG&E. The name on your electric bill is the final answer, and it decides which heat pump rebates you can use.

Do I need a permit to replace my AC in Folsom?

Yes. Replacing an AC, furnace or heat pump inside Folsom city limits needs a permit from the City of Folsom Building Division, usually issued as a Minor Permit through eTRAKiT. The job also typically needs HERS verification under California's Title 24 energy code. We handle the application and inspection as part of the install.

Why is the second floor of my Folsom home so much warmer in summer?

Heat rises, and in many 1980s and 1990s Folsom two-story homes, one system and one thermostat serve both floors. Long attic duct runs to the upstairs rooms also lose cooling before the air arrives. Duct repairs, zoning or a correctly sized new system usually close the gap.

What should I do with my HVAC when wildfire smoke reaches Folsom?

Does a heat pump work in a Folsom winter?

My Folsom Ranch home is brand new. Does it need service?

A new system still needs yearly maintenance, mainly filter changes, coil cleaning and a refrigerant and airflow check. Construction dust also clogs filters faster in the first year. A spring tune-up keeps the system running efficiently through its first few summers.

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house. I reached out to Oleg who by the way was quite busy and he moved some stuff around and did the entire install the next day. My home is now warm and comfortable. Oleg was a pleasure to deal with.
