Grass Valley is a Gold Rush town of 14,016 people (2020 Census) in western Nevada County. It sits far above the valley floor, plenty of homes in the area heat with propane or wood, and both winter storms and fire season have knocked out power here. Those facts shape most of what we recommend.

At 2,500 feet, heating is half the job

The Grass Valley Chamber of Commerce puts the town's average elevation at 2,500 feet. The city's own building code findings describe cold winters with daytime highs typically in the 40s, snow and ice on local roads at times, and about 55 inches of rain a year. Summer afternoons run from the 70s into the 90s, with up to a 40-degree swing between day and night.

  • Size for the cold morning. We run a load calculation for your house at its elevation. Equipment that would be plenty in Sacramento can come up short here in January.
  • Choose heat pumps by cold-weather output. Capacity drops as the outdoor temperature falls, so we compare low-temperature ratings and plan backup heat or a dual-fuel pairing with a furnace.
  • Keep the cooling side honest. July afternoons still need an air conditioner or heat pump that can handle west-facing rooms.

Gas, propane, wood or electric

Nevada County's Energy Action Plan says PG&E distributes most of the area's electricity and natural gas, several regional companies deliver propane, and heating with firewood is common. Which fuel your house uses changes the whole conversation.

Natural gas

Where a PG&E gas line reaches the house, a high-efficiency furnace is usually the simplest replacement. We check venting, gas pressure and combustion air on every install.

Propane

After the late-2021 snowstorm, county supervisors named propane delivery problems as an issue to fix. If you depend on deliveries, a heat pump with propane backup stretches each tank further.

Wood stoves

A stove often heats one room while the back bedrooms stay cold. A ductless mini-split evens that out without opening walls, and it cools in summer too.

Smoke, snowstorms and shutoffs

Nevada County's hazard mitigation plan lists the 1988 49er Fire at about 33,500 acres. The 2020 Jones Fire in the Yuba River canyon led to evacuations of more than 4,000 residents, and the 2021 River Fire destroyed 54 Nevada County homes, according to county figures. When smoke sits over town, sealed ducts and good filtration keep far more of it outside.

PG&E included Grass Valley in Public Safety Power Shutoffs in 2019 and 2020. In late December 2021 a snowstorm left about 28,000 residences in the county without power, and the county reported service fully restored only on January 12. If a generator is your backup, a gas or propane furnace needs far less power than a heat pump with electric strips.

Gold Rush houses and the 1872 Townsite

Gold was found in quartz at what became the Empire Mine in 1850, and the mine ran until 1956. A state historic survey describes Victorian homes on Nob Hill, between South Church and South School streets, and miners' cottages from the 1870s and 1880s elsewhere in town. Houses like these rarely came with ducts, and many still have floor furnaces, wall heaters or ductwork added decades later.

The city's Historical Preservation Ordinance, adopted in 2012, covers higher-rated homes in the historic 1872 Townsite, where exterior changes may need design review. We plan equipment placement around that and weigh duct repair, new ducts or a ductless system for each house.

Lake of the Pines

Lake of the Pines is an unincorporated, gated community south of Grass Valley, built around its own reservoir near the Placer County line. At around 1,500 feet it sits lower than town, so cooling carries a bit more weight. Permits there come from Nevada County, and the Lake of the Pines Association's environmental standards require Environmental Control Committee approval for the exterior placement of heating and air conditioning units. The back of the home is preferred, screening may be required, and the request must come from the lot owner or carry the owner's signed authorization. Permits: city or county

  • City of Grass Valley. The Building Department issues permits through its online portal and lists HVAC replacement among over-the-counter permits that skip plan review. Contractors also need a city business license. Since January 1, 2026, new applications must meet the 2025 California codes, and the development code asks that outdoor mechanical equipment be screened from neighboring streets and homes.
  • Nevada County. Lake of the Pines and other unincorporated addresses go through the Nevada County Building Department and its Citizen Access Portal. A furnace or AC replacement is not on the county's list of work exempt from permits.

Most changeouts also need Title 24 HERS verification, often a duct leakage test. We pull the permit and schedule the HERS rater and final inspection.

Rebates and tax credits

Grass Valley is PG&E territory. The federal 25C energy tax credit ended for equipment installed after December 31, 2025, so it won't help on a 2026 replacement. At the time of writing (2026), check PG&E's current programs before planning around any incentive. We also offer financing for qualified customers.

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house. I reached out to Oleg who by the way was quite busy and he moved some stuff around and did the entire install the next day. My home is now warm and comfortable. Oleg was a pleasure to deal with.
