What Davis actually requires when you replace a furnace or AC

Davis has a reputation for strict energy rules, and part of it is earned. The City Council adopted an energy reach code in September 2019, and the California Energy Commission approved it in January 2020. It applies to new buildings. Builders can go all-electric, or build with gas and meet tougher efficiency targets plus pre-wiring for future electric appliances.

For existing homes, the picture is different. The city's Climate Action and Adaptation Plan sets a carbon-neutral goal of 2040. An early draft proposed requiring electric equipment when gas systems wear out, but the city revised that to voluntary after public comment. So if your furnace dies in January, you are not forced into a heat pump. You do still need a permit, and the new system must meet California's Title 24 energy code, which usually means HERS verification such as duct leakage testing.

Pulling the permit

The City of Davis Building Division takes minor mechanical permits (furnace, AC, both, and whole-house fans) through an online submittal portal. We file it, then schedule the inspection and HERS test.

Outside city limits

El Macero and Willowbank sit just outside Davis in unincorporated Yolo County. Those addresses get permits from the county, not the city. We check the parcel before we file.

Who sells your power

Valley Clean Energy has supplied electricity in Davis since June 2018. PG&E still delivers it, bills it and supplies gas. That matters when we compare the running cost of a heat pump against a gas furnace.

Heat pump or gas furnace in a Davis house

Davis winters are mild by heat pump standards, with foggy, frosty mornings rather than deep cold. A correctly sized heat pump handles that well and replaces both your furnace and your AC with one outdoor unit. It makes the most sense when your AC is also near the end, your electrical panel has room, and you want to move off gas over time.

A new gas furnace can still be the right answer. If the AC is only a few years old, or the panel would need a costly upgrade, replacing just the furnace keeps the cost down. Incentives for heat pumps come and go. Statewide programs like TECH Clean California have run out of single-family funds before, so we check what is open at the time of your quote instead of promising a rebate.

Sizing cooling for Delta breeze nights

Summer in Davis is hot and dry, with average July highs in the low 90s and heat waves that push past 100°F. Then the Delta breeze comes in from the southwest and nights often drop into the 50s. That pattern changes how we size a system.

  • Don't oversize. Your AC only has to carry the afternoon peak. An oversized unit short-cycles, and the cool nights mean it rarely runs long enough to catch up anyway.
  • Whole-house fans pair well. Many Davis households flush the house with night air, then close up by morning. A fan plus a right-sized AC or heat pump can cut cooling hours. The city's online permit portal lists whole-house fans as a minor permit.
  • Watch the attic ducts. Most 1970s through 1990s Davis tract homes run ducts through the attic. Leaky ducts waste the cool air you paid for. Duct sealing often helps more than a bigger unit.

Village Homes and passive solar houses

Village Homes was laid out by Michael and Judy Corbett in the 1970s with east-west streets and north-south lots so houses could use passive solar heating. These homes often need less heating and cooling than their size suggests. We size from a load calculation, not square footage, and look for places a ductless head makes more sense than new ductwork.

Student rentals and small landlords

Davis runs a Rental Resources program under Municipal Code Article 18.11. Rentals with one to four units are registered, and a sample is inspected each year. If you own a rental near campus, a reliable furnace and clean filters are part of keeping the unit habitable. We can schedule tune-ups between tenants.

Smoke, pollen and winter wood burning

Davis is in the Yolo-Solano Air Quality Management District. From November through February the district issues voluntary "Don't Light Tonight" advisories when particulate levels are forecast to be high. Add summer wildfire smoke and spring pollen from the surrounding farmland, and filtration earns its place. A sealed duct system with a deeper media filter or an air purifier keeps more of that out.

Does Davis require me to replace my gas furnace with a heat pump?

Not at the time of writing (2026). The City of Davis reach code covers new construction, and the Climate Action and Adaptation Plan treats electrification of existing homes as voluntary. You still need a permit and a system that meets California's Title 24 energy code.

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house. I reached out to Oleg who by the way was quite busy and he moved some stuff around and did the entire install the next day. My home is now warm and comfortable. Oleg was a pleasure to deal with.
