Lincoln's boom-era systems are coming due

Before the mid-1990s, Lincoln was a small town built around the Gladding, McBean clay plant, which has made pipe, terra cotta and roof tile on the north edge of downtown since 1875. Then Sacramento's suburbs reached past Roseville, and subdivisions filled in around Twelve Bridges, Highway 65 and Sun City Lincoln Hills. That timing gives Lincoln a few predictable HVAC patterns:

  • Same-age equipment. When most homes on a street were built within a few years of each other, their systems wear out together. A neighbor's replacement is a good reminder to have yours checked.
  • Builder-grade first systems. Original equipment in production homes was often sized by rule of thumb. A replacement is the right time for a real load calculation, which can change the size you need.
  • Attic ducts at 20 years. Flex duct in a hot attic sags, separates and loses insulation over time. Testing the ducts before a changeout avoids putting a new unit on a leaky system, and Title 24 usually requires a HERS duct leakage test anyway.

Sun City Lincoln Hills: what the ARC allows

Del Webb and Pulte built about 6,800 homes in Sun City Lincoln Hills between roughly 1999 and 2008, around Orchard Creek Lodge and Kilaga Springs Lodge. The community's Architectural Review Committee checklist for equipment covers HVAC directly. Your CC&Rs and Design Guidelines control, so confirm with the association, but these are the points that come up most:

Like-for-like needs no application

The checklist says no ARC application is required when the new equipment is the same size and type as the original and goes in the original location. Changing size, type or placement is when you apply first.

Screening and setbacks

Equipment visible from the street or a neighbor must be screened, no more than five feet tall. Condensers may not extend more than 36 inches into the minimum side-yard setback, which matters if you are moving to a larger unit.

No rooftop or wall units

Roof-mounted mechanical equipment and window or wall HVAC units are prohibited. If you want to cool a single room, a ductless mini-split with a ground-mounted outdoor unit is the usual path, with ARC approval.

Pulling the permit in Lincoln

California requires a permit for an HVAC changeout. In Lincoln it comes from the city's Community Development Department, and an HVAC, condenser or furnace replacement is one of the minor residential permits the city accepts by email, with Title 24 energy documents attached. Fees are paid through the city's Citizen Portal. We prepare the application, the energy forms and the HERS testing, and we call for the inspection.

  • Sheridan. Sheridan started in 1857 as Union Shed, a freight stop where dozens of wagon teams boarded each night, and took General Philip Sheridan's name in the 1860s. It is unincorporated, so mechanical permits come from Placer County Building Services, which takes HVAC permits online. Rural properties out here can be beyond the gas mains, so if your furnace runs on propane, we compare a new propane furnace with a heat pump before you commit.
  • Wheatland. Just north of the Bear River, Wheatland is its own city in Yuba County, not Placer, with about 3,700 residents at the 2020 census and new subdivisions such as Heritage Oaks Estates East planned west of Highway 65. The City of Wheatland contracts with Yuba County for building permits and inspections, so permits go through the Yuba County Building Department in Marysville, and air quality rules come from the Feather River Air Quality Management District rather than Placer County's district.

Not automatically, but it is the age when major parts start to fail. If the system needs a compressor, a coil or repeated refrigerant top-offs, replacing it is usually the better value. A tune-up and inspection will tell you where it stands.

I can’t say enough about Oleg and his staff, they were truly professional from initial diagnosis to installation. My heating system ceased working and my family and I were left in the cold. I reached out to Airflow based on the superlative reviews I saw in my research. Oleg came out and knew exactly what my issue was and also uncovered a problem with my dampening system which for the past 25 years no one was able to correct. Oleg told me what I needed, no sales pressure, promised to send me an estimate that day which he did. The cost was exceptionally fair and coupled with the impression Airflow had made I decided to go with them without further research or estimates for price comparisons….wasn’t necessary, this was the guy. I requested early January thinking I could tough it out, however it just got too uncomfortable in the house.
